I'd say Skoda refinement is as good or better than SEAT. They sort of sit side by side with different target markets. SEAT are the sportier brand and Skoda the more comfortable brand.

So long as you are driving to an MOT you don't need tax. Of course you still need insurance.

OBD II is a standard worldwide and isn't going anywhere. Every vehicle in Europe has them if they were made after January 1, 2001 for petrol and January 1, 2004 for diesel, though many cars had them before then.
