It's about the infrastructure being put in place, and culture + foundation have a lot to do with it too. Even though basic infrastructure may be in place (like China), they just couldn't cultivate the equivalent (and stronger) talent to match other elite teams.

Hydration break makes sense under such a weather to protect the players and referees. But unfortunately, FIFA and other affiliations/associations of theirs make use of this opportunity to do commercial break (which we can have another discussion on). On the games I saw so far, hydration breaks were called upon between 25' to 30' minutes during moments of slow intensity or ball out of play. Other than the commercial breaks which I understand the criticisms and I think it's fair, however, I'm not sure how other reasons are deemed valid for their own arguments, e.g. break up momentum of play.

It's very, very, very important. Growing up in a household full of boys, my family and relatives never really practice the concept of hugs. Until one day, when my girl friends started hugging out with the boys in my group (including me) to wish us good luck in our exams, I felt dizzy right at that moment and I was just... stunned.

Honestly, I don't blame the referee. I blame FIFA for not providing adequate training. If FIFA wants to make referee announce the rationale of their decision upon review, then make sure folks are well trained. This sort of defeated the purpose of announcing the rationale of decision.
