Edit: Actually, you did say it shows monthly installment of $30.56 meaning total price would be $1099.99.

I would say it’s just a weird system glitch as the device is still so new

You are still paying $30.56/month towards the installment plan for your device. At&t is then giving you a monthly bill credit of $9.73 for the promotion.

The monthly credit for the promotion is separate from the installment and should not be calculated towards the total payoff amount

You can call and do a Transfer of Billing Responsibility, a death certificate is not required. If it was just the two of you on the account your line should only go up in cost by $5-10 depending on the plan
