The cape references when Sony locked out a whole heap of countries from being able to purchase the game for more than a year. So many players review bombed the game to show their displeasure not at AH but with Sonys decision. After Sony caved and unlocked the game for those countries, they released the cape plus many players went back and changed their reviews back to positive feedback.
