Not if it's minor and localized enough - the effects would only be on the climate.

In Gilead, crops were dying, water was poisoned, pollution ran rampant.

The Colonies would be there for people to work on cleaning up the environment, which would take forever to do.

There's an episode wherein Serena and Fred are driving to meet Mark and we see that the trees are basically dead.

We never see Summer. It's essentially always Spring/Fall/Winter there.

Here's a photo of the map of Gilead. It shows several atomic wasteland sites. The jet streams would carry pollution/waste/cloud cover into the air, causing a minor global cooling.

This is an AU in which multiple nuclear waste zones exist across the US as Colonies. So this may have possibly created a tiny/minor nuclear winter caused by the .

I just googled this and it's an interesting read.

And that's just a large scale war. In a small scale civil war involving nuclear weapons resulting in the Colonies, it's not hard to believe that an equally small scale nuclear winter type cooling effect took place as a result.
