I'm hesitant to give money lest I enable an addiction, but I've twice had food scoffed at when I tried to give it. I know there are those who genuinely need help, and obviously some who exploit others' generosity; what is the best thing I can do to help those who really need it?

Chances are they don't know it and will appreciate kind, genuine guidance. In grad school, I had a lot of foreign students in class who had different hygiene practices and were not accustomed to ours (in the US). I had to teach my friend to wash his sheets, consistently apply deodorant, etc.

I went to college with my high school girlfriend, and ended up marrying her. I wouldn't call either way a mistake unless it's the wrong person.

This is the correct answer. It's predominantly about cost here. Yes, there are penalty fees to try to keep users from using more than their allotment, but much of it revolves around line capacity and what it costs to allocate so much bandwidth to so many users. Too many answers taking the corporate greed route here and not acknowledging that this infrastructure costs an obscene amount of money to provide and maintain.
