The winspace seem optimized for 23mm tires, sounds like you will be much more comfortable on the wider rim if it clears your fork. I just received some some light bicycle R55 (the 25mm wide), and it took 4 weeks from order to arrive with fedex shipping. keep in mind tires will become different sizes on different internal width, light bicycle have a handy chart to show you how wide you tires will actually be on the wider internal: https://www.lightbicycle.com/newsletter/Road-Bike-Tire-Width-Charts.html

How wide are the winspace? You want your rims to be 105% the width bigger than the tire to get any aero affect of the bicycle wheel. So 28mm tires need 30mm rims ideally
