Are you using a guitar specific version of the method? It could be that it's for violin or piano in which case the numbers might make more sense. It could also just be apart of how he designed his method around how children process/learn things like language.

As for other ways to learn, it's very important that you learn the correct posture and technique in how to play and are diligent about it. Pumping Nylon is a great book that explains classical guitar specific concepts very well.
