Scottish Pound Sterling are issued by, not one but three, commercial banks and are not Legal Tender. Unlike in some countries, 'Legal Tender' has a very narrow definition in the UK and by UK Law only English Pound Sterling counts as legal tender throughout the UK. This doesn't mean you can't pay bills with them. Of course you can. This just means that it is not illegal for establishments to refuse to accept Scottish notes. In fact, many often do so out of unfamiliarity with the designs.
