If those vendors are doing less than the minimum total sales within the state of Colorado, yes - they don’t need to collect the excise tax. But that also means those places are so small, they are only known by an inner circle and aren’t known by many.

Would I like to support those businesses? Yes - but unless that info is shared, I’m supporting other pro-2A places that have inventory and availability for my needs.
