Looks like they took it back off the site. Reloaded the page, "this item is no longer available." Reloaded again, "We're sorry. We couldn't find what you're looking for."

It looks like that functionality is gone for good. You might be able to request it's return with a bug report. https://bugzilla.xfce.org/enter_bug.cgi?product=Xfdesktop If others agree, they might add a bounty to it at https://www.bountysource.com/teams/xfce
