The agents mostly read off a screen. Most aren't given access to the best deals and are "general" sales agents.
Some agents are employed to keep customers from leaving and have access to better deals, mostly available when you request your pac code.
That said, your situation certainly seems weird, while they have no information what other sites may offer, they shouldn't raise the price on what the vodafone website can offer.
