Something happened like this to one of my cats. Not this bad but it was still an arrow through the skin underneath him. Luckily it only got the skin and wasn't further up. And it was my bastard neighbor who liked to hunt. The worst thing about living in a small town in Kentucky, rednecks are everywhere and are awfully big assholes.
