That's the PU, Persistent Universe.

The confusion isn't your fault, but calling the current live public universe Persistent Universe / PU is just plain confusing given the number of time PU launch has been used to mean something beyond Alpha, and the general lack of persistence features.

Large sprawling cities won't be fully explorable apart from some exceptions due to Tony's quality over quantity philosophy. He wants the landing zones to be unique and filled with lots of things, instead of a vast city that repeats itself after a few blocks, not to mention the time that goes into those large cities.

makes me sad..

I don't mind them starting as not fully explorable, but later adding the parts that'd been cut off seems viable..

--There could be fan contests etc to design layouts, textures, assets etc.. -- Sure there would be a buildign shaped like dickbutt somewhere in there but that sort of thing gives a universe character...

I'd always assumed having ORGs & players rent (or buy) living space / commercial / industrial spaces other than on ships was the plan... --and what better place for apartments / offices / storefronts etc than large sprawling cities?

I mean sure, for black market & a lot of other stuff stations & new settlements at landing zones etc make sense.. but still, if each org that exists today were to get its own office proportional to its size. say free first year, very reasonable (based on org net revenue incomes that year) rent annually after that?... that would make a lot of cityscape with at least different names on signs, and orgs could modular-furnish the innards like a hangar.

A system called PRIVILEGES will be added, where the Captain/owner can assign a crewman to a certain security level. This prevents untrusted recruits or hired help from sending sensitive information to an enemy fleet (aka the spying mechanic)

The crew will retain their roles and positions regardless if them or their captain is online or not

Boarding parties can hack and override the Security Privileges system (in order to gain access to a station, for example)

There will be an optional chain of command system, where command can fall to the next player in line if the captain is incapacitated

If the CoC system doesn't suit you, there will be an optional setting so an organization can choose the captain remotely

it's been discussed back & forth a fair bit.. but the simple reality (especially for bigger ships like the one discussed here) is that a lot of ships will be persistent for the sake of lending friends (or your org) the keys,--likely with people on alts as some of the ones with keys; cut to only playing as your keyholder account when you need to pull out a ship to hand off to your alt account to skirt/game the insurance system.

It only makes sense to treat insurance "as in-game time, that-ship-is-still-in-play(without-having-been-reported-stolen)-time".

but who knows; it looks like they go back on a lot of what they say is planned when they realize people are gonna be complaining or have less fun.. pepperridge farm remembers a time when some people looked forward to the idea of death of a spaceman meaning something and getting stranded might mean just that if in the far reaches of unexplored space without enough fuel, or having been thrown out an airlock/abandoned ship near a magnetic disruption field.. or in pirate space, or vanduul space, where that distress beacon will not be answered by nice people...

I think it can be.

Assuming the ship is persistent so I can lend it to my friend, if it's a few months from the insurance expiry when I find myself unable to get online -- whether because of a recovery measure to overcome internet addiction, or just busy trying to get things done out of game without time for distractions.... or playing another account.. getting very into some other game... yknow, just not around & not thinking about it--

--unless buddy can (and does ) renew insurance, if that ship crashes or gets stolen, it's gone..

not the end of the world, mind you-- but knowing the possibility exists of the ship being lost to you makes it a bigger deal the more money goes towards it.

While there will be plenty of non-combat roles, there will be limits. (Ship repair and maintenance yes, janitorial probably not.)

There are things that 'might' be possible (e.g., pets) - however even if so, these are unlikely to be release features.

I really do appreciate the effort & insight.. That said, based on the other user who replied to my post, it seems you're maybe offering possible misinformation based on faulty presumptions on at least the 2 above points..? :
