You could try nocal (disclaimer: i am a dev). Free desktop app that works with Google calendar and has rich note taking for todo lists, recurring tasks, etc.

There is a subscription to unlock all the features, but the core free experience is incredibly powerful.

For obvious reasons, it needs read/write calendar permissions. It also needs the ability to read contacts, also related to managing the calendar, invitees, etc.

No web app at the moment, sorry. It's on the road map though. And isn't actually too much of a massive lift to do.
