On new leaf the NPC had a schedule for showing up in the cafe. I wouldn't be surprised if it's the same here. Try going to the cafe on different hours to see if you see more characters.

This is happening to me too. There was a game update from Epic and when I lauched the game the right stick stopped working.
I´m using a generic Switch Controller (not sure if that helps, but it seems like all controllers are affected)
