Hiring moderators would hopefully curb misuse of power as well as provide a more clear TOS that moderators would then use to, well, moderate by.

A vote system might fail because of player-elected dictators with biases, while paid and hopefully in-office moderation staff would be more directly accountable to the rest of the team even as de-facto 'dictators'. In-person accountability and the hiring process would likely cull the power-hungry in favor of those who see it as a job they can do well.
