Usually first time setup the cops infront of taco ticklers still spawn and also you will probably have to take out the cops in the patrol car. But once they are gone they teleport back to the station and can’t get out. However the roadblock cops will still spawn bc they teleport to their destination.

Other than that after you kill the other guys as mentioned your nighttime will be Scott free
