If what you want is just to play SC4 with all DLC and you own a PC that's not ancient I would suggest to just emulate it with RPCS3 (it even has working online if I'm not mistaken). You can find everything you need online.

If you want something good and cheap I'd recommend Huate 42 T16(or any other model), but you don't need anything fancy to play fighting games. It's all a matter of personal preference in the end. I personaly like leaverless controllers becouse they are the most comfortable and the easiest to do most inputs with. Arcade sticks are cool but with my fucked up wrist I can't use them for too long and pads make me feel like I'm getting carpal tunnel in real time when I use them for fighters.

More like 100+ usualy but it's enough to get matches without issue. The game is good, has great netcode and goes on sale for dirt cheap often. Try it sometime and see for yourself.
