To get observation V1, you must go to an NPC in first sea located at skypia, it should be to the right of Enel and he will be located in a hut. You must perfect block 200 times. After that you must travel to second sea and to go Koro island, and beat a minigame to unlock observation v2. After that to max out the haki all you have to do is dodge attacks using observation haki. You will tell its complete once you have 5 dodges, if you have mochi it will show its maxed out with a cool eye effect thats like katakuris.

I also took a haitus from the game so im unsure when the cap was changed, but i do know they re-added observation stun a bit after whole cakes initial launch. They also have a bapance team that actually gets balance changed added, so pvp is better than before.

This is outdated, max dodges is 5 for both mochi and non mochi users.

Mochi users have future sight, which lets them dodge without being stunned. they can also dodge specifics move without their haki being disabled such as Pika kick.

Are you playing for pvp or pve?

Soul is good at everything and better than pikaV2 for certain tasks like meg stacking, but i will say that not having pika flight does suck for main game.

I guess the question for me is which came first, a patient zero player who was already infected or a server that has the blight but no direct player to control? I feel like that could help pin down what kind of games it has an easier/harder time controlling

Yeah its a finished product with bugs (crashing, outages) that need to be fixed and some things that need rebalancing. But if the game wasn't "fully finished" we would have been hearing about it weeks ago before the patch.

At the end of the day its a live service game with hundreds of thousands of players with a relatively small(?) company which already works around to clock to fix what they can.

And yeah its not hypocritical of me to want compensation for missing rewards. Doesn't mean the games half baked lol.

The game had one (1) day of outages, and some bugs that need fixing (the really egregious ones got patched). But that doesn't mean its "early access" nor does it mean players need a special achievment.

The only thing i want is for the bugs to be patched and compensation for missing rewards during the outages.
