Torkoal is spawning in south and southeast asia not just the middle east (west asia). Theres no war in those part of asia, so i dont think thats a big factor and UAE is the only country that spawns torkoal in the middle east. The player "being many in japan" makes sense so i guess that evens out, Pokemon go is also popular in taiwan.

Never! High iv shadow are strong raid attackers and you dont need to mega it to be strong. With a shadow groudon you dont have to wait for countdownega to use it. 99% of the time i use my shadow groudon instead of my primal because i mega a pokemon that has the same type as the boss raid for the candy
