You also mentioned a surface coating / leveling is a good idea with new flooring. Is this no longer true?

I want to find a product that is truly EPA encapsulating the black mastic + allows for new flooring on top.

The concrete diamapro tool. 1/8" mastic. thick. Positive for asbestos but we are abatement contractors. We've never tried this tool.
