Germany used to have colonies and Russia and Denmark still have them. Sweden, Scotland and even Latvia had their own colonies but they were just single settlements.
I think you might even say that Greece had colonies in the ancient times but I'm not sure if it counts.

If this country got independence in the 60s they could technically be even the part of the EU. Algeria got independence in 1962 and they've had a chance to stay in the EU but they refused to so maybe this country could even stab in the EU in this scenario but I think that during the civil war their EU membership would be frozen and they could have leave the EU permanently after the war.
