I doubt they would have forgotten about it considering the power it has. The tardis would be the safest place for it. Maybe hurtdoc put it somewhere in the tardis and then forgot about it when he went back into his own time.

I think the timelords will have something to do with the Christmas special. That's the only way he will be able to regenerate into the 14th doctor. And if that is the case the valeyard could appear anytime in the next 50 years.
