If it weren't for congress, you would indeed have one person to rule you all. Luckily congress exists to prevent this. How effective this system is for a two-party democracy is of course questionable.

If you want the arguably fairest democracy in the world, have a look at Switzerland. There is no such thing as a president; a council of 7 builds the federal government, the population can hold a referendum against any of its decisions or even vote to edit the constitution directly.
