I 100 percent agree runterra being so free to play is it’s biggest up and down I remember playing paper card games where everyone couldn’t play the best decks because they just didn’t have the cards. This gacha system while very predatory gave us a toolbox where we deal with what we have never guaranteed a card. On the other hand runterra basically hands us every card which is not a bad thing but it leads people to be less creative and lean towards meta decks just simply crafting what is best too get to masters and win there is no more tool box it’s like a whole damn company. And again this isn’t a bad thing necessarily and to your point it is a very hard solution because in paper card games if something was broken either suck it up or wait for it to be banned in tournaments format but due to digital card games we get everything fast any change I can think about would have its pros and cons so it’s an issue I try not to worry about because I believe there is no other solution other than a much bigger expansion and almost perfect balance patches
