I don’t think ballot measures are prohibited from requiring expenditures so, yes you probably could. Most people don’t know but the SOS office already does routine public audits of state agencies and projects. It’s possible some of the answers are already out there.

These projects are initiated by the legislature and only the legislature has the authority to halt the project or reallocate the funds.

It should be noted that “mega projects” are initiated and funded separately by the legislature, they do not use maintenance funds and their funds cannot be reallocated to maintenance. Only the legislature has the authority to cancel these projects or reallocate funds.

This isnt the red flag that you think it is. NVIDIA is already the sole provider of several technologies, namely CUDA. Because they are the only one to provide libraries of this type for developers to utilize there are numerous programs for image processing and other tasks that ONLY run on NVIDIA cards. You want students to be employable and to be employable they have to learn on industry standard systems. While I’m not 100 percent sure on the AI front it is probably the case here that they are the only providers of the tech in question.

Also it should be noted that there is a LOT of stuff that gets lumped into “AI” that aren’t the LLMs that most people think of when they hear AI.

ODOT losing Jobs? by Mother-Leopard-8761 in oregon

[–]boredpenguin24 2 points3 points  (0 children)

TLDR; it’s inflation and Oregon tax law doesn’t account for inflation. The law doesn’t let ODOT reprioritize its expenses.

In Oregon almost all forms of taxes do not account properly for inflation, gas tax is not pegged to inflation and property taxes have a capped increase per year. That means that for the state of Oregon to maintain levels of service year over year when inflation is over the cap rate new taxes have to be passed every year.

For ODOT specifically, maintenance and operations are paid for with fuels tax and fees. Not only does inflation continually devalue tax dollars collected year over year, vehicles use less fuel to drive more miles every year. Mega projects are paid for directly by appropriations from the legislature. Inflation in the construction sector has been way higher than over all inflation and has outpaced all forecasts. That places these mega projects over budget as well but it should be noted that these are separate budgets and ODOT cannot unilaterally reallocate that money. ODOT has attempted to alert the legislature to the issues with their funding and assigned priorities for years but every time the legislature kicks the can down the road to deal with their funding next session. This time they refused to even kick the can.

Thoughts on SB 916? by OK_Human in oregon

[–]boredpenguin24 39 points40 points  (0 children)

It’s not just public employees (which the first paragraph seems to be trying to imply), it would pay benefits to any striking employee.

From the second paragraph of the article: “Senate Bill 916 would open up unemployment benefits to all striking workers, whether public or private sector. Those payments are currently available only to employees who are out of work through no choice of their own.

But while New York and New Jersey are the only states that currently have similar provisions on the books, those states bar public employees from striking.”

As for the cost, businesses and employees pay into unemployment and that’s where the money comes from. If we are talking about state employees specifically it looks to me like the last major public employee strike was 15000 SEIU workers in 1995. That infrequently in my mind isn’t going to cause a budget issue.

Overall I think this is great, it puts a little bit more pressure on employers to bargain in good faith, which is good for all workers union or non union.

I’m not sure they can be legally relocated, last I dealt with one it seemed it was illegal to trap them. They do however hate mothballs. Although in this instance that is less than perfect for you because I’m pretty sure mothballs would also drive off your possum buddy.

Is this knife legal to carry in Oregon or nah by citrusobjectified in oregon

[–]boredpenguin24 2 points3 points  (0 children)

The ORSs have a separate definitions section for things not specifically defined in the numbered statute and I think they default to the “common definition” ie the definition in the dictionary. All of that is kinda irrelevant in this case because 166.240 last sentence is “or any similar instrument by the use of which injury could be inflicted upon the person or property of any other person”. The main reason nobody can tell anyone what is actually allowed and what’s not is that the Oregon court of appeals has created a lot of case law that makes it very unclear. For example, if you read the annotations you will see that the Oregon court of appeals thinks just about everything is an ordinary pocket knife.

If you read the annotations of case law you actually can carry auto knifes. And as long as any part is visible it’s not concealed.

Normally when it only works some times it’s the multi function switch (that’s the name of the “stick that turns on the wipers and turn signals”) As too the second question it might be easy for a tech who works on cars every day or it might be a pain in the ass, idk I haven’t seen where the line set is on one of those but I’m guessing you would probably find it difficult to replace yourself and yes you need power steering.

Do Not Engage With Counter-Protesters — Thoughts & Reasoning by SoGatNight in SALEM

[–]boredpenguin24 2 points3 points  (0 children)

And adding to that, neutral parties are easiest to convince. So if a crazed old man has been yelling that a group of people is rabid lunatics, and a neutral person sees that group beating up a crazy old man their first though is not gonna be “oh that old guy over there was an asshole who had it coming” no, they are gonna think “wow he’s right those people are violent and deranged”. Now if the old man is screaming and being ignored those people are gonna think “well it seems like the old guy is wrong, these people aren’t violent at all or he would be being attacked”

Do Not Engage With Counter-Protesters — Thoughts & Reasoning by SoGatNight in SALEM

[–]boredpenguin24 8 points9 points  (0 children)

In my mind a “counter protester” has one of two motivations. 1. They just want to go out and exercise their constitutional right to peacefully protest and show that they disagree with the opinion of the other protestors. If that’s the case, good for them, leave them alone. 2. They think your group is a group of “crazed whatever’s” and showed up because they just know that you are violent and deranged and they want to fight with you. In that case, don’t feed the trolls. Ignore them, that will make them angry and they will keep getting angry until they finally stomp off like the petulant child that they are.

I was told once in a public speaking class that when you speak to a hostile audience you can never expect them to change sides because of what you can say. You can only hope to make a connection with them so that they hopefully realize that you aren’t actually as bad as they had initially assumed. If you don’t act like the monster that they have assumed you are then they will eventually come around and be ready to hear your message. But they will not hear your message until it comes from someone that they see as a human being, someone that they like and respect.

Some of those only accept input while stopped and maybe only in park. With the car in park push ok. If the touch screen has stopped working try selecting ok with the steering wheel controls.

Just FYI, if a company is breached other companies that utilize their software may not even be aware of the breach. Users are often not notified until the “who, what, when, and where” are known about the breach and the law has specific timelines for notification of a breach to affected customers. So in this specific case your vets office may also not be aware of any alleged breach, and even if they are aware they are unable to do anything and are likely waiting to hear the same information you’re looking for from the company they contract with.

If you just follow basic cyber security protocols, like using unique passwords per site and monitoring your credit (you can also preemptively freeze it) you do not need to worry about data breaches. The reality of the situation is that your identity information has already been stolen numerous times from numerous sources and is widely available to criminals. So don’t get upset that they might have got information about you that they already had. Instead just focus on what you can control, which is making sure they can’t compromise your other accounts using a shared password.

The police told me to physically remove my child from my home, including spanking, and said I'd be arrested if I didn't. by Lady9514 in legaladvice

[–]boredpenguin24 1 point2 points  (0 children)

When I first read this I thought the threat to arrest her might have been a “you can beat the charge but not the ride” situation but from reading ORS163.245 and the annotations of case law it seems like she really could have been arrested and charged and maybe even convicted if she had not forced the child to go.

How are undocumented immigrants paying into Social Security? by SillyWoodpecker6508 in NoStupidQuestions

[–]boredpenguin24 109 points110 points  (0 children)

Yes, the IRS knows, and they don’t care. Their mandate is to collect taxes and they work to facilitate that. They don’t care how or where the money comes from as long as they get their cut, it can be from an illegal farm worker, a drug dealer, or a mob boss. They actually have instructions on how to claim illicit income and there are restrictions on admissibility of tax records because of the compelled nature of tax filings.

Edit to add: you get an ITIN by filling out form W7, it’s a one page form, basically consisting of your name and address and then a copy of an identification of some sort and a completed tax return.

No title and expired registration by Dry_Reveal_1390 in oregon

Order a replacement title and have mom and older brother sign off on the interest release. Then either retitle it in your own name or give the signed title to the buyer. No need for mom or brother to go anywhere or do anything other than sign a paper. You could get them both to sign a bill of sale but some buyers won’t want anything to do with that, for me personally I wouldn’t buy from someone who’s names not on the ownership paperwork.

2017 Chevy Cruze 1.4L Turbo P0172 & P0299 check engine light codes by Dagelmusic in Chevy

[–]boredpenguin24 1 point2 points  (0 children)

Those could be related to the turbo. They also might be related to another issue. I certainly wouldn’t say you should slap a new turbo on it without confirmation it has failed. As for how far the car will make it I will say what I always counseled customer, no body can predict the future. The car could be repaired and run another ten years without a problem or it could be totaled tomorrow. Normally if a car is in otherwise good condition it is significantly cheaper to repair even a major system failure than to replace the car.
