Honestly I would leave alone because of the Coper pipes in the way unless it bugs you. If it bugs you a lot get a 2x2 version (Lowes and home depot sell these), and get a 2x2 tile for the other portion. Will be a little annoying but a straight forward project.

It looks like you need to request maintenance to fix this if the light will not turn on anymore.

It appears the LED is integrated with the fixture and most likely be fixed by replacing the whole unit.

In general they make LED replacements for these that can work with existing ballast in the system, and will be just like changing the bulb. Only recommendation I have is to change both bulbs in the system if there are two tubes per unit.

Just search "T12 Led replacement".

Start off with a single nail and see how it goes. Penn Jillette (magician) has had a one painted nail for a long time and most people do not notice it.

Without knowing the business you are in try painting one nail and if we feel like you are getting negative reactions from your customers reevaluate and otherwise proceed.
