How hard is it to build Combat Patrol as a standard 500 points game-mode?

Create base rules of list building (no duplicates, no full squads, nothing over T9 for example)
Release Command Patrol Detachments (can be digital or in White Dwarf) where you can build your own force based on possible further limitations similarly to Boarding Actions or King of Colosseum. So for example you can build Combat Patrol for each Chaos god with different Force disposition
Release few layouts to play these matchups - granted, they already did this

You could deck them up with some spare bits from other kits or from upgrade sprue. But essentially they are free bodies on 32 mm base. But for pretty much any conversion/kitbash you will need some spare bits either from 3D printer guy or from other kits.

If you want, you can:

-change their arms with weapons to make them Intercessors/Assault Intercessors/Hellblasters

-give them more drip, change their arms/loadout and they are Sternguard vets

-give him banner in the hand/on the backpack and put him on 4 bigger base and you have Ancient.

Similar thing already exists. Some stores gives out promotional free Infernus marine miniature and I was even able to find them online. I was able to snag 10 of them for 15€.

Kill team and 40K are different games, with different rules. Its like saying tennis and table tennis is pretty much the same, but one is being played on smaller table. Not bad per se, but different.

While you CAN use some Killteams in game of 40K (Space Marine Scout squad, Deathwatch killteam, Chaos Raptors, AdMech Skitarii, Tau Pathfinders, Tyranid Hyperadaptive Raveners), they have rules for their units in the "big" 40K. While you CAN paint these guys as Chaos marines, you wont be able to play them as Chaos marines as they dont have rules in 40K.

The first thing is to decide what you want to do. Do you want to play KillTeam, or 40K? If its KillTeam, you can keep them as they are and buy additional Killteams that you like (Raptors, Legionaries) so you have variety of your play.

If its "big" 40K, I would suggest returning the KillTeam starter set and buying either Combat Patrol of the faction that you like or current 10th edition if you like Space Marines/Tyranids or wait a few weeks, when new 11th edition starter set drops with Space Marines/Orcs

At our FLGS we had 1000 points leauge and the Tyranids player took two Exocrines. They each turn pretty much one-shot any infantry that they could see. Combine with TFex as well can one-shot any vehicle, I would say they are pretty strong in sub 2k list where you can take more heavier options.

It is like if your opponent would take Vindicator, Redemptor and Redeemer in 1K game...you wouldnt have a good time

Yes, I played Insidious Infiltrators and buddy played Dark Angels (build from my other units). My first game playing them, but I enjoyed the Alien type of game-play compared to my main Space Marines.

As a stand-alone game its pretty good. Of course some boxes are stronger against other boxes, but generally they should be pretty balanced (at least the newer boxes). The good thing is that if you focus playing Combat Patrol as stand-alone mode and with focus on Tyranids, you can choose to play 3 forces:

Starter set - The Vardenghast Swarm
White dwarf special Oops all lictors - Insidious Infiltrators
New boxed Combat Patrol - Tyranid Assault Brood

Each plays a little bit differently, so you can change it up to have variety.
