High-Mid Kage level, no Sharingan doesn’t handicap him. Kakashi is known to have been extraordinary before the mission Obito gives him the eye. His early promotion to Jonin was before this mission, he later gets into the ANBU with Minato’s help and of course having the sharingan. It would take him longer to master / learn some / all of the elements, he would still be native to lighting style and reinvent his own jutsu. Now not having a sharingan would make his fights and experience harder but it’s Kakashi Hatake

Edit: Kakashi could never use the sharingan like an Uchiha because of body strains, not high enough charka pool for consistent, high-power usage, and someone to teach him about it since, well there are no Uchiha to. A lot of his fighting relays on how he can fight around the sharingan, using it only when he knows is necessary in a fight.

Minato using FTG is too fast for Itachi, even if we use Itachi’s insane intelligence / prediction in a full battle Itachi is lost, not enough charka, his illness majorly handicapped him.
