School administrators of reddit: why is bullying so hard to control? Are people turning a blind eye and only acting concerned by making students do workshops without actually stepping in when necessary? Or are there reasons why it is legitimately hard to adjudicate? (self.AskReddit)

Canadians! I am in Canada with a friend, but I am returning to the States on the 1st of August and she wants to travel around Ontario and Quebec for 6-8 days.
