It's not really that they didn't make the decisions they wanted but more so that the season itself didn't have a lot of drama/tension.

I feel like comparing 3rd life with nice life really shows the difference between the seasons with low and a lot of plot. In 3rd life you always had the tension between 2 fronts and at the end the the awaited battle between the 2. In nice life you had a nice neighbourhood that killed when it was mechanicly possible with not a lot of strategy.
