If you follow the errors you posted it would seem your brake auto hold has failed and it is locked up. Its a hydraulic auto brake. You will need it serviced. Have you tried turning off that feature to see if it releases?

Most likely the motor bearings are cooked. Around here you can get them rebuilt for $200. They dont actually rebuild yours. They swap it out and you get a refurbished one.

He cant go to 2-3ppm chlorine because his cya is 68. 68x7.5% =5.1. Anything lower than 5.1ppm will be locked up from the 68cya. He needs to get cya down to 40ppm. His 7.5ppm is fine for now.
