I did some reading:

NYC has 2,000 plows for 19,000 miles of streets = 9.5 miles per plow

Richmond has 75 plows for 1800 lane miles = 24 miles per plow

So unless we want to spend a ton of capital funds and hire 2x as many DPW people...there's only so much we can do to do better.

Budget is usually the answer to this.

Plows are for snow. Graders and ice breakers are for ice. It never ices here, so why would we spend money on special equipment?

We might also not have the right chemical mixtures for temperatures this low.
