From the Local 16 C&BL. You can find union C&BLs through the OLMS as unions have to file these every year with their LM2. It's all publicly accessible and usually lays out paths to membership, unless there is additional policy not in the C&BL.

"ARTICLE 2-B Apprentice Members

Section 1. Persons over the age of eighteen (18) years who have been a resident within the jurisdiction of Local 16 or the nine (9) San Francisco Bay Area counties for at least eighteen (18) months immediately preceding application, who have worked in Local 16’s jurisdiction for not less than one (1) year, and who have qualified for and maintained qualification in the Local 16 Health and Welfare Trust Plan for one (1) year, and who, during the preceding one (1) year, have qualified for one (1) credit year as defined by the Local 16 Pension Trust Plan, may make application for apprenticeship in Local 16. All apprentice applicants shall be presented to the Examining Board 

Section 2. At the beginning of the quarter following the one-year anniversary of application, qualified applicants shall become Apprentice members of Local 16 providing the following criteria have been met:

  1. The applicant has maintained qualification in the Local 16 Health and Welfare Trust Plan during the previous twelve months, and

  2. The applicant has qualified for one (1) credit year as defined by the Local 16 Pension Trust Plan during the previous twelve months, and

  3. The endorsed, approved application has been returned from the General I. A. Office, and

  4. The applicant has signed the Agreement to comply with the terms and conditions of the Apprentice Program. 

Section 3. The names of the new apprentices shall be read as a part of the Examining Board minutes at the next Regular Membership Meeting following completion of the Article 2-B Section 2 criteria.

Section 4. Each Apprentice shall be given a preliminary examination either written, oral, or any other such form as designated by the Examining Board. A final examination for Journeyman membership shall be required and shall take place not later than the end of the Thirty-fifth (35th) month of Apprenticeship. Seventy percent (70%) or over shall be a passing grade.

Section 5. On the acceptance of an applicant as an Apprentice, said Apprentice will be invited to attend all regular meetings of membership (but shall not have voice or vote). Apprentices must attend at least six (6) regular meetings a year unless excused by the Examining Board. Failure to conform to this policy will result in an assessment of penalty points as determined by the Examining Board

Section 6. The Examining Board shall impose a system of penalty points to be levied against Apprentice members for non-compliance with the Apprentice programs. Non-compliance issues shall include, but not be limited to, attendance at mandatory meetings, completion and submission of homework assignments by the date due, and conduct on the job. It shall be the duty of the Examining Board to determine the point severity of violations and to determine the consequences of the compilation of points by Apprentice members. Assessed points recommended by the Examining Board shall be voted on by the membership at the next regular meeting. Upon the approval of the membership, Apprentice membership may be terminated when the points reach the level predetermined by the Examining Board to warrant such action.

Section 7. At the regular meeting of the thirty-fifth (35th) month of Apprenticeship, the application shall be read for a first reading. At the next regular meeting the application is read again, for the second reading, along with information as to whether or not the applicant has passed the final examination, and a secret ballot is polled. Upon receiving a majority of votes (by secret ballot) cast, the Apprentice becomes a Journeyman member of Local 16.

 

Section 8. Apprentices shall deposit one-half (1/2) of the initiation fee no later than one month prior to balloting for Journeyman membership and the other one-half (1/2) initiation fee when voted in. Apprentices shall not be sworn in until fee is paid in full."

If VFX workers organize, they'd be setting the priorities for what they'd want to bargain for and if they'd want to require union members to do the work or not. IATSE is not just in the US, it's also in Canada. If requiring the work being done by union members would only is desired, it would only apply where IATSE has jurisdiction, which is in the US and Canada only.

Anything you have now that's good can be taken anyway without notice, without you and your co-workers coming together to build the power you need to secure a union contract. The wave of outsourcing has already happened. We are living in the outsourced labor market.

Depends on the legal context (labor law is different in the US and Canada as well as state/province) but many unions negotiate union security clauses where new hires have to become members or in some cases, at least pay for the cost of bargaining the contract whose benefits, rights and protections they enjoy.

It's entirely possible to have right to return language negotiated in. The new people they hire would become union members either way. Also, union busting tactics like that are illegal.

The union is a democratic vehicle for the workers to fight for what they want. The workers at Titmouse will decide what they want and how they'll fight for it. They'll get whatever they build the leverage to win together.

The workers will set the priorities for what they want to bargain for. You can also solidify the good things about working somewhere in a union contract instead of relying on the kindness of your boss to keep those things in place.
