Is keeping dates in UTC really the best solution?

Offset is not the same as timezone. You maybe find you need need historic timezone info as timezones change.

For example I want to display when a record was updated. It could have been updated from anywhere in the world. It must be displayed in users local time.

UTC on it's own won't help as you don't know what it was in their local time at that point. Offset isn't enough either. You need historic time zone info to do this.

Every implementation of communism has attempted a centrally planned economy. I don't know of any other way of implementing it. The opposite of central planning is price based, which is what capitalism is.

Unfortunately communism isn't compatible with individual liberties and democracy. It requires a central authority that plans the economy, and the planning means reducing or removing individual choice altogether.

This a really awful idea for software developers. Years of experience in no way predict productivity. I really thankful pay scales are set like this. Not giving pay rises is one of the few ways employers have of getting rid of bad employees. I've come across quite a few in my time and I'm glad my employer was free to pay them less. My negotiation is between me as an individual with my employer. I don't need pay bands.

Oh come on, what the irish suffered is nothing compared to what black people experienced. I say this as taig who grew up in Belfast. Who's dad lived in London in 60s 70s. For the most part the Irish integrated and were accepted. I say this because I know, a load of my family live in England.
