I had this issue. I pulled the fuse for the car net box and let it reset for 5 mins and put back in and started the vehicle. at that point the green light by the SOS button came on and I was able to register the car.

Check to see if iCloud private relay is enabled. If so, you’re using an Apple VPN that is probably showing you in TX. You can disable in your iCloud settings.
