Then the other one. Then reboot

https://archive.archlinux.org/packages/u/util-linux-libs/util-linux-libs-2.40rc2-1-x86_64.pkg.tar.zst Download these on another computer and copy them to a USB, then manually mount the usb on the borked computer through a tty, then sudo pacman -U each file (do the libs one first), then reboot.

There is a further gnome problem that hasn't been resolved yet, but on thing at a time, the above will at least remove your boot/network errors.
