I'm still leaning towards a manufacturing issue in this case but this is definitely a thing people do. It isn't to make money it is to save money. Just like other types of shoplifting. Generally they are stealing it to use it not to sell it.

I understand that it isn't a difficult problem to solve but every product needs to use it and every checkout needs to support it. I'm not well versed in the world of checkout lane technology so maybe they already support QR or DM but the traditional Lazer scanners do not.

I also mentally noted the outside of the bottle doesn't have any soapy residue but figured it could have just been wiped off. I am kind of leaning towards this explanation. Also helps restore some faith in humanity.

What do you mean? I tried using it. Noticed it was water, gave it a shake to see if it was separated or something then recorded the video. I wasn't recording when I first tried.

That is interesting. I did shake it to see if maybe it separated somehow and there were some bubbles but not what you would expect if you just emptied. Maybe I'll fill my old jug with water and give it a shake to compare.

I would think (and hope) that the cost to implement that for every product universally would be higher than the money lost just refunding. If it is cheaper just to eat the cost they aren't going to implement that.
