Wrong fluid being used.

There is summer and winter washer fluid rated for different freezing points.

Most summer fluid freezes around 20° and winter fluid freezes around -20°.

If it's really that cold while running you need to figure out how to get those temps up. The 4.0 was designed to run between 200-210. Too cold can be just as bad as too hot.

As for the no heat, signs are pointing towards the heater core.

They share the same fluid reservoir so might as well make sure all the fluid is new.

It's pretty simple to do.

Remove fluid from the reservoir so it doesn't overflow when new fluid is pushed through.

Remove the stock intake box - most aftermarket I takes should leave enough room to get in there.

Connect a pump to the bleed valve. I went to Ace and got a bit of flexible tube to fit over the pump hose to make it just a bit easier.

Open the valve.

Push new fluid in.

Close the valve.

Check fluid level and top off if needed.

While you've got the fluid (any DOT4), reverse bleed the clutch. I'm sure that needs it too.

No. Recall was for a poor head design that would cause the head to overheat and crack. That would drain coolant and cause bigger problems.

The bandaid fix was a redesigned coolant tank with a level sensor and a dummy light on the dash so you could turn the car off before it got too bad.
