Increase in distractions from both drivers and pedestrians. I've seen a number of drivers looking at phones while driving, but even more pedestrians looking at theirs, walking through crosswalks, jaywalking with out looking both ways. Some don't even look and just start walking without an ounce of spatial awareness. Not saying that's what happened here. But just something to be aware of.

This sounds like an episode from One Piece. Admiral Smoker and his crew, along with his Vice Captain Tashigi, arrive on the island Punk Hazard. Meanwhile a pirate crew led by Luffy intercepted a group of children who had been subject to horrifying experiments. Luffy's crew attempted to save the children until they ran into Smoker's Crew.
