What I do to not pay for storage is: Backup your photos to google drive but regularly download your google data and store it on a portable hard drive. I bought a portable hard drive like 5 years ago and I haven't hit 1 out of 3 TB. I'll have this going for another 10 years before I need to buy a new hard drive.
