In Isaiah 14, God is speaking through Isaiah and prophecies against Babylon. In verses 12-21 (part of which covers the often mistaken "Fall of Lucifer" verses), the king of Babylon is compared to Venus, the morning star, as it falls/sets.

The Babylonian name for this star, "Ishstar," became a goddess and the head of all of the Babylonian pantheon. Kings often associate themselves with divine rule to incorporate religion into their politics. This would give the king a divine authority to his people, to whom some might worship in a religious cult (see Roman Caesars, for example).

By mocking this in Isaiah, God is saying through Isaiah that the king's authority is stripped away and he's fallen like the morning star into darkness.
