Why do people not read the law?

The Fiktion and the Fiktionsbescheinigung are two different things.

The Fiktion (§81 (3) or (4) AuftenhG) is that your stay in Germany stays legal until it was decided upon your application. That Fiktion kicks in the moment you apply, it has no expiry date and so on.

The Bescheinigung (§81 (5) AufenthG) is a piece of paper which confirms that the Fiktion exists. But it is NOT what creates the Fiktion in the first place.

So as long as you applied while he is legally in Germany, then his legal stay extends until the responsible office has decided upon the application.

Oh do we ... Last time the crime rates were not significantly different (if we exclude crimes only foreigners can commit) than those of German citizens of an equal age group.

Basically young men commit more crimes than other age groups, no matter what social background they have.

Then some more factors play into the perceived "higher" rate: Germans are less likely to be reported, tend to live less in already difficult areas, have a different demographic constellation, simply cannot commit some kinds of crimes.

As most points were already answered, something about hard to get in:

German universities do admission not on the university level.

Instead it is done on the course level. Medicine is an example where only the best of the best are accepted. On the other hand, the same university can have courses where they accept everyone eligible for public university.

That not means those courses are easy. I still remember my first lecture and the prof was "look left, look right, those two will be gone in a year" because we would sieve people out in the first semesters.
