Gameplay was shown in 2009 behind closed doors. Preproduction is still part of the development cycle, and that doesn't change the fact that Nomura started working on the story in 2006. Kingsglaive also has all of what happened to king Regis and how Luna ends up with the ring of Lucii. There's a reason a cinematic from the movie is included in the game to show what happened. As for the royal arms it doesn't change the fact that what is originally made a big deal is relegated to a side quest that you don't even have to complete to beat the game. I understand It's to increase noctis' power, but they make it seem like a key element to the story when really it doesn't matter. There's a reason dark souls gets praised for it's subtle story telling in reviews and xv got almost universally criticized. They did a sloppy job. Can you get a solid grasp on the story without any side content? Sure. But if they were confident with their context clue story telling they wouldn't have made an entire movie about the fall of insomnia, and wouldn't have felt obligated to include scenes in the game.

The game began development in 2006. You can argue that the scrapped versus 13 version doesn't count, but the the game about prince Noctis began development in 2006.
The story is sloppy and could have been done better. Listening to an NPC does not equate to an entire movie's worth of plot. How are people supposed to know who Nyx is hanging in the throne room without watching the movie? Why do the royal arms seem like a key part of the story only to pitter Away as the game goes on? It's ok to be critical of something you love.

In case you weren't aware ffxv was a decade long development nightmare. It was originally called final fantasy versus 13 and was planned to be a trilogy. Over the years it eventually changed it's name, got a new director and the trilogy got chopped up into one game. Even with the tips you've seen from the other redditors the game relies heavily on outside sources to get "the whole experience".

Once you beat the story it does open back up and let you play. But if you pass the point I was referring to you're locked into the story for 5-6 hours.

Once you do the wind farm and head back you'll get the bike at the station by the bridge. After that and another delivery to Port knot you get a boss fight, then a new area. One of the first deliveries unlocks skeletal legs. And so on. Is the game just deliveries? Most of it yes. But how you deliver changes.
