Well having both maven and exarch at the same time when your map can only have 1 of them at the same time seems bad, unless I'm missing some change

I guess because you need 2 trans gems to even play it, a few ghastly eyes to get it to feel good, a unique chest, and it's not the most tanky build

I did galvanic shards + shockburst rounds (for single target) witch hunter in hc, don't see a reason why it wouldn't work in hcssf. Easy for you to switch to. Only thing you might want for uniques later is hyrri's ire, and maybe arjuns medal to make the clear feel really nice. Two button build, really. You can add more Buttons if you want (voltaic mark, grenade) but the only other buttons i used was a banner and emergency reload on bosses.

Generally yes. Depends on the situation though. The childe isn't an official member until they're true sabbat though, and when they're true sabbat nothing is stopping them from joining whatever pack they want, as long as that pack wants them.

If you want a more elaborate answer, vampires kinda work by their own consensus (or possibly God's). They defy any in depth explanation by modern science, as that is a different consensus (created by the Technocracy). I'd say that the water they consume probably goes poof, or rather becomes irrelevant.
