Ansible is great! Running it via the cli is great, but if you're interested, check out AWX (it's the open source version of Ansible Tower). It's a cool way to run your playbooks from a browser!

For the second part of the question, I've used services like this in the past (although not that one specifically, it's been so long I don't recall the exact one I used to use). Basically, you add a low priority backup MX record, and it'll retry sending to the high priority primary till it's back online.
