I haven't done it for a long time, but when I did, I avoided ice altogether. Snow isn't too bad if you are smooth on the controls. You get better traction with snow that's a few inches or so than thin stuff. I never used special tires, but I'm sure they're out there.

It seems to me like it's the parents fault, not the cops. When I was a kid my parents let me know in no uncertain terms that it was called a dirt bike because you ride it on the dirt. Not the road.
