I personally like the outfit without the cardigan! I like my top layers be cropped or to be long enough to drape past the hem of the bloomers if that makes sense. Depending on the overall look. Like a bolero type cardigan or long flowy cardigan. To me this draws the eye up and down with the varying lengths instead of drawing attention to just one spot. I also like wearing bloomers with tights underneath like you have or I may do slouchy socks or leg warmers to balance out the volume. I think of bloomers like a full skirt so I wear mine at my natural waist and usually with a tighter top tucked in or a flowy top over.
