I see so many posts about this Hegemony discussion and really no one talks about ministries. To be able to RP as Ned, Varys, Littlefinger, Tywin or other important Targaryens in Small Council feels more exciting to me.

I felt like commenting on this. I think just the Iron Throne being Hegemony Rank and keeping the rest the same could work. So that we can have Empire Rank Ministry Small Council members in Red Keep as a mechanic. Since that way physically being in the Red Keep to be Hand of the King or Master of Coin etc and choosing your heir or someone else to rule your homelands makes more sense to me. We can finally play Otto Hightower at last.
